To make matrix rows the same height within a question (note this is different from setting the gaps used between matrix rows, which is much quicker - see how to: Set the gaps used between matrix rows):

Edit your survey with the page editor.

Open the question wizard selector.

Select either of the matrix questions.

Enter your text and click the “Update” button.

Ensure the editor is in the layout view.

Open the tool bar of one of the matrix rows.

Open the Question Editor.

Set the height for the row to 40 pixels.

Vertically centre all the items along the row.

Click the "Update" button.

You can see it’s done, everything is evenly spaced and in line. If you want to be really picky you can get the question number to align to the top of the text: open the tool bar for the second matrix item.

Edit the question number.

Next to the question number press shift + enter for a new line and then press the space bar to enter a blank character and make the question number the same height as the text in the next column.

Click the "Update" button.

Finished.
